Отдавая себе отчет в том, что никакие права не могут рассматриваться в отрыве от сопутствующих им обязанностей;
Помня, что народ Ливии понес огромные потери в результате длительной колониальной оккупации;
Отмечая, что оценка событий, происходящих в Ливии, при принятии определенных решений возможна только исходя из реалий происходящих событий, а так же основываясь на достоверных и бесспорных доказательствах представленных международными наблюдателями, уполномоченными на то СБ ООН;
Сожалея о том, что государство Ливия подверглось незаконной агрессии со стороны ряда государств блока НАТО, а так же ряда стран Лиги Арабских государств;
Напоминая о том, что агрессия, ведущаяся странами блока НАТО и Лиги Арабских государств против суверенного государства Ливия, не может быть оправдана никакими соображения любого характера, будь то политического, экономического, военного или иного, и является преступлением против международного мира;
Подчеркивая, что различия в политической культуре различных стран сложились исторически и не могут быть изменены извне в результате навязывания каким-либо странам практики политической культуры других государств.
Считая, что члены антиливийской коалиции, нанося бомбовые удары по жилым кварталам городов Ливии, по казармам вооружённых сил, по гражданским и военным госпиталям, по колоннам военной техники, по складам, по резиденции законного руководителя Ливии Муаммара Каддафи, а также США, применившие свои ВМФ против ВМФ Ливии, вышли за пределы полномочий данных им СБ ООН на основании резолюции № 1973.
А также считая, что этими действиями члены антиливийской коалиции демонстративно поддержали в конфликте одну из сторон и, де факто, уже участвуют в войне против законного правительства Ливии. В результате антиливийская коалиция сделала соучастником своих противоправных действий всех членов СБ ООН.
Мы, члены межрегиональной общественной организации содействия сохранению отечественных традиций и культурного наследия «ВЕЧЕ», а так же ниже подписавшиеся члены других общественных объединений и гражданских групп, предлагаем Совету Безопасности Организации Объединенных Наций:
1. Наложить мораторий на исполнение резолюции 1973 СБ ООН от 18 марта 2011 года;
2. Запретить каким либо сторонам или государствам не уполномоченным на то СБ ООН возглавлять или руководить исполнением резолюции 1973 СБ ООН от 18 марта 2011 года, так как это противоречит Уставу ООН;
3. На основании декларации о принципах международного права, Устава Организации Объединенных Наций, особенно в части п. 4 ст. 2 Устава ООН и главы 7 Устава ООН, резолюции № 1514 XV-ой Генеральной Ассамблеи ООН от 14 декабря 1960 г., Хельсинского заключительного Акта от 1975 года, Конференции по человеческому измерению СБСЕ 1990 года, Резолюции Генеральной Ассамблеи ООН № 3314 от 14 декабря 1974 г, резолюции 1973 СБ ООН от 18 марта 2011 года дать оценку действий каждого государства, участвующего в международной антиливийской коалиции, с точки зрения развязывания или предотвращения внутригосударственного Ливийского конфликта между законным политическим руководством и незаконными вооруженными формированиями;
4. Отправить в Ливию уполномоченных СБ ООН международных независимых наблюдателей с целью подтверждения или опровержения сведений, полученных из различных СМИ, на основании которых принимались решения по обвинению Лидера Ливийской революции Муаммара Каддафи в геноциде собственного населения, введению экономической блокады, принятию резолюции 1973 СБ ООН от 18 марта 2011 года;
5.Поощрять и поддерживать любые силы, занимающиеся информационной деятельностью, направленной на разоблачение преступлений, совершенных антиливийской коалицией в процессе реализации резолюции 1973 СБ ООН от 18 марта 2011 года, независимо от их государственной принадлежности;
6. Объявить день принятия резолюции 1973 СБ ООН 18 марта 2011 года Днем борьбы с поджигателями войны на Ближнем Востоке и в Северной Африке.
Мы выражаем глубокую обеспокоенность по поводу того, что мирное население, стоящее на стороне законного ливийского руководства, а так же его отдельные представители стали целями ударов, наносимых силами антиливийской коалиции;
Мы выражаем тревогу, что из-за веденных экономических санкций голод среди мирного населения, поддерживающего законное ливийское руководство, фактический стал одним из средств ведения агрессии силами антиливийской коалиции против законного ливийского руководства;
Мы выражаем возмущение применением силами антиливийской коалиции боеприпасов, содержащих обеднённый уран, против гражданского населения и гражданских объектов подконтрольных законному ливийскому руководству, а равно — фактами нанесения неизбирательных ударов, в результате которых появляются жертвы среди мирного населения и которые никак не соотносятся с заявленными целями Резолюции 1973 СБ ООН от 18 марта 2011 года, а также нарушают Четвертую Женевскую Конвенцию и Дополнительные Протоколы 1977 г.;
Мы считаем что действия антиливийской коалиции в нарушение Резолюции 1973 СБ ООН от 18 марта 2011 года являются ни чем иным, как ведением агрессивной войны против суверенного государства Ливия на стороне незаконных вооруженных формирований.

RESOLUTION
Referring to the right of peoples to self-determination, enshrined in the Declaration on Principles of International Law, the Charter of the United Nations resolution number 1514 XV-th UN General Assembly on 14 December 1960, the Helsinki Final Act of 1975, the Conference on the Human Dimension in 1990 and other international legal instruments;
Taking into account that the events in the State of Libya over the past two months, in some way influenced the decision of UN Security Council, as well as some political leaders of the member states of NATO, the UN member states, as well as the League of Arab States;
Realizing that no rights can be considered in isolation from the accompanying responsibilities;
Remembering that the Libyan people suffered huge losses as a result of prolonged colonial occupation;
Noting that the assessment of events in Libya, when making certain decisions can only be based on the realities of current events, as well as based on reliable and undisputed evidence presented by international observers, authorized by the UN Security Council;
Regretting that the state, Libya was subjected to unlawful aggression of some NATO member states, as well as a number of countries of the League of Arab States;
Recalling that aggression, led by countries of NATO and the League of Arab States against a sovereign state, Libya, can not be justified by any consideration of whatever nature, whether political, economic, military or otherwise, and is a crime against international peace;
Stressing that the differences in the political culture of different countries have developed historically and can not be changed externally by imposing the practice of the political culture of other countries.
Considering that the members of the anti-Libyan coalition, causing air strikes on residential areas of cities of Libya, the barracks of the armed forces, civilian and military hospitals, on the columns of military hardware, on ammunition depots, on the residence of the legitimate head of Libya Muammar Qaddafi; and the U.S., used their Navy vs. Navy of Libya, have gone beyond powers given to them on the basis of UN Security Council resolution number 1973.
And also, considering that these actions of anti-Libyan coalition members openly supported the conflict on one side and, de facto, already involved in the war against the legitimate government of Libya. As a result, the anti-Libyan coalition has made from all members of the UN Security Council it’s unlawful actions partner.
We, the members of the interregional public organization promoting the preservation of national traditions and cultural heritage «Veche», as well as the undersigned members of other associations and civic groups, offer the Security Council of the United Nations:
1. Impose a moratorium on executions, the UN Security Council resolution 1973 of 18 March 2011;
2. To prohibit any Party or States not authorized by the UN Security Council to lead or supervise the execution of the UN Security Council resolution 1973 of March 18, 2011, as it contradicts the UN Charter;
3. On the basis of a declaration of principles of international law, the United Nations Charter, particularly with regard to paragraph 4 of Art. 2 of the UN Charter and Chapter 7 of the UN Charter, Resolution № 1514 XV-th UN General Assembly on 14 December 1960, the Helsinki Final Act of the 1975 Conference on the Human Dimension of the CSCE in 1990, UN General Assembly Resolution № 3314 of 14 December 1974, the UN Security Council resolution 1973 of 18 March 2011 to assess the actions of each State participating in the international anti-Libyan coalition, in terms of the outbreak or to prevent domestic Libyan conflict between the legitimate political leadership and the illegal armed formations;
4. Send to Libya UN Security Council authorized international independent observers in order to confirm or refute the information received from various media on which the decisions were made by accusing the leader of the Libyan Revolution Muammar Gaddafi in the genocide of its own population, the introduction of economic blockade, the adoption of resolution 1973 UN Security Council of 18 March 2011;
5. Support any forces engaged in information activities aimed at exposing the crimes committed by the anti-Libyan coalition in the implementation of resolution 1973 UN Security Council on March 18, 2011, regardless of their nationality;
6. Announce the date of adoption of resolution 1973 UN Security Council March 18, 2011, Day of the fight against warmongers in the Middle East and North Africa.
We express our deep concern that civilians standing on the side of the law of the Libyan leadership, as well as its individual members became targets of strike by anti-Libyan coalition forces;
We express concern that because of the maintenance of economic sanctions, starvation among the civilian population that supports the legitimate Libyan leadership, has actually become a tool of aggression of the anti-Libyan coalition forces against of legitimate Libyan leadership;
We express our indignation concerning anti-Libyan coalition forces using ammunitions containing depleted uranium against the civilian population and civilian objects under the control of the legitimate Libyan leadership, as well we have been inflicted by indiscriminate attacks, as a result of which there are civilian casualties and which do not relate to the stated objectives of resolution 1973 UN Security Council on March 18, 2011, and also violate the Fourth Geneva Convention and the Additional Protocols of1977;
We believe that the actions of anti-Libyan coalition in violation of UN Security Council resolution 1973 of 18 March 2011 were nothing more than a war of aggression conducted upon the sovereign state of Libya on the side of illegal armed groups.
